Early versions of satellite and radiosonde datasets suggested that the tropical surface had warmed more than the troposphere, while climate models consistently showed tropospheric amplification of surface warming in response to human-caused increases in greenhouse gases. We revisit such comparisons here using new observational estimates of surface and tropospheric temperature changes. We find that there is no longer a serious discrepancy between modeled and observed trends in the tropics. Our results contradict a recent claim that all simulated temperature trends in (...) the tropical troposphere are inconsistent with observations. This claim was based on the use of older radiosonde and satellite datasets and on two methodological errors: the neglect of observational trend uncertainties introduced by interannual climate variability and application of an inappropriate statistical “consistency test”.This emerging reconciliation of models and observations has two primary explanations. First, because of changes in the treatment of buoy and satellite information, new surface temperature datasets yield slightly reduced tropical warming relative to earlier versions. Second, recently developed satellite and radiosonde datasets now show larger warming of the tropical lower troposphere. In the case of a new satellite dataset from remote sensing systems, enhancedRSS warming is due to an improved procedure of adjusting for inter-satellite biases. When the RSS-derived tropospheric temperature trend is compared with four different observed estimates of surface temperature change, the surface warming is invariably amplified in the tropical troposphere, consistent with model results. Even if we use data from a second satellite dataset with smaller tropospheric warming than in remote sensing systems RSS, observed tropical lapse rates are not significantly different from those in all model simulations.Our results contradict a recent claim that all simulated temperature trends in the tropical troposphere and in tropical lapse rates are inconsistent with observations. In 1932, C. E. M. Joad wrote of Whitehead: "Up to the issue of his most recent book I believed…I had followed, although with difficulty, the development of his thought. Process and Reality, however, baffled me." So it was for the philosophical community generally. Process and Reality is badly written, as badly in its way as Kant’s first critique. In the last thirty years or so several good introductions to and interpretations of Whitehead have emerged. However, these are mostly synoptic (...) reorganizations of the material in PR and elsewhere; so they must be read virtually entirely before one turns from them to PR. Kraus, though, has written a companion to PR, designed to be read along with it. After some introductory work, Kraus’s format parallels that of PR so that one may read part of one then part of the other. Like a good teacher, she tries to organize and clarify the material so that one may, with hard work, understand it better than one otherwise might. But like good students, the readers must work through the "assignments" in conjunction with the "lectures" for the "lectures" to count for much. Kraus does not intend for her book to be read except in conjunction with PR. (shrink)

Soil is fragile and nonrenewable but the most basic of natural resources. It has a capacity to tolerate continuous use but only with proper management. Improper soil management and indiscriminate use of chemicals have contributed to some severe global environmental issues, e.g., volatilization losses and contamination of natural waters by sediments and agricultural fertilizers and pesticides. The increasing substitution of energy for labor and other cultural inputs in agriculture is another issue. Fertilizers and chemicals account for about 25% of the (...) production energy investment in agriculture. An additional 60% is accounted for by machinery, gasoline, electricity, and power-related inputs. Fertilizer additions to cropland are not utilized fully and significant amounts, depending on conditions, are either lost in surface runoff or leached into the ground water. The annual discharge of dissolved solids from agricultural lands to the waterways in the USA is substantial. The increasing use of herbicides in agriculture is a threat to the quality of surface and ground water, although this threat is dependent upon both the chemistry of the compound and the ecosystem in which it is used. Especially within the Third World, development of an environmental ethic and environmental laws have not kept pace with the increase in pesticide use. Above all is the severe and global problem of soil degradation currently occurring at the rate of five to seven million hectares per year. The policy and moral aspects of these issues are discussed. One of the most dynamic areas of plant molecular biology is the investigation of the actions of three classes of herbicides: s‐triazines (atrazine, simazine), glyphosate, and sulfonylureas (chlorsulfuron, sulfometuron methyl) (Figure 1). The results of this work are expected to provide the first significant applications of plant biotechnology: directly, in the genetic engineering of crop plants resistant to specific herbicides and, indirectly, in providing a molecular basis for the rational design of new herbicides for specific biological targets.s‐Triazines affect photosynthesis by (...) inhibiting the binding of quinones to the chloroplast membrane QB protein. An s‐triazine resistant QB protein isolated from weeds in fields consistently treated with the herbicide has a serine in place of a glycine in this highly conserved protein. Glyphosate inhibits 5‐enolpyruvyl‐shikimate‐3‐phosphate synthase (EPSP synthase), an enzyme in the aromatic amino acid biosynthetic pathway. Mutagenized bacteria produce a resistant EPSP synthase with a substitution of serine for proline. Sulfonylureas inhibit the acetolactate synthase (ALS) of bacteria, yeast, and higher plants; this enzyme catalyzes the first step in the synthesis of branched chain amino acids. Resistant ALS has been found in bacteria, yeast and tobacco with a proline substituted by serine in yeast ALS. These findings provide a strong basis for developing projected plant biotechnology applications. (shrink)

This paper takes the case of the proposed building of the Traveston dam on the Mary River in Australia to examine the ways postcolonial power relations are played out in city/regional relationships to further the interests of the city. Postcolonialism is concerned with unravelling multiple histories of colonialism, and identifying the reproduction, contestation, ambivalence and transformation of modes of domination and subordination in colonial relations. Political contingencies and contestations by residents, farmers, traditional Indigenous owners and environmentalists seeking to protect endangered (...) species are examined to highlight the dominance of Western anthropocentric, technocentric, and eurocentric epistemologies in political, ecological, environmental, biotheical debates. In this paper we discuss two approaches to the axiomatization of scientific theories in the context of the so called semantic approach, according to which (roughly) a theory can be seen as a class of models. The two approaches are associated respectively to Suppes’ and to da Costa and Chuaqui’s works. We argue that theories can be developed both in a way more akin to the usual mathematical practice (Suppes), in an informal set theoretical environment, writing the set theoretical predicate (...) in the language of set theory itself or, more rigorously (da Costa and Chuaqui), by employing formal languages that help us in writing the postulates to define a class of structures. Both approaches are called internal , for we work within a mathematical framework, here taken to be first-order ZFC. We contrast these approaches with an external one, here discussed briefly. We argue that each one has its strong and weak points, whose discussion is relevant for the philosophical foundations of science. (shrink)

In this paper, gathering several topics present in the work of Newton da Costa, we propose a rigorous foundation for a possible formulation of scientific theories according to the semantic approach. Following da Costa, as a first step we develop a general theory of structures; inside this theory we show how we can characterize formal languages as particular kinds of structures, more specifically, as free algebras. Next we discuss how we can link a language to a structure, with which we (...) can formulate the axioms that are intended to capture the theory of the structure. Finally, we show how we can, employing the framework developed, formulate da Costa and Chaqui’s formalization of the so-called Suppes’ Predicate, used to characterize scientific theories in a rigorous way. • DOI:10.5007/1808-1711.2010v14n1p15. A. da Costa, propomos uma fundamentação rigorosa para de uma possível formulação de teorias científicas através da abordagem semântica. Seguindo da Costa, primeiramente desenvolveremos uma teoria geral das estruturas; no contexto desta teoria de estruturas mostraremos como caracterizar linguagens formais como um tipo particular de estrutura, mais especificamente, como uma álgebra livre. Em seguida, discutiremos como associar uma linguagem a uma estrutura, com a qual poderemos formular axiomas que (...) buscam captar a teoria da estrutura. Por fim, mostraremos como podemos, utilizando este aparato conceitual, fundamentar a formalização de da Costa e Chuaqui do chamado predicado de Suppes, utilizado para caracterizar teorias científicas de modo rigoroso. Allen examines Polanyi's and Hayek's thinking with respect to the nature, value, and foundations of liberty. For Allen, only Christianity, and certainly no modern philosophy, has a conception of the unique individual and his irreplaceable value and of a political order that transcends itself into the moral order. Beyond Liberalism challenges deeply ingrained notions of liberty and its meaning in modern society.

Placebo-controlled trials are controversial when individuals might be denied existing beneficial medical interventions. In the case of malaria, most patients die in rural villages without healthcare facilities. An artesunate suppository that can be given by minimally skilled persons might be of value when patients suddenly become too ill for oral treatment but are several hours from a facility that can give injectable treatment for severe disease. In such situations, by default, no treatment is (or can be) given until the patient (...) reaches a facility, making the placebo control design clinically relevant; alternative bioequivalence designs at the facility would misrepresent reality and risk incorrect conclusions. We describe the ethical issues underpinning a placebo-controlled trial in severe malaria. To protect patients and minimise risk, all patients were referred immediately to hospital so that each had a higher chance of prompt treatment through participation. There was no difference between artesunate and placebo in patients who reached clinic rapidly; among those who could not, a single artesunate suppository significantly reduced death or permanent disability, a finding of direct and indirect benefit to patients in participating villages and elsewhere. The theories of Rousseau, Kant, Froebel, Hegel, Marx, Nietzsche contemporary English-speaking philosophers and schemes of education, Sartre, Helvetius and B.F. Skinner, are shown, in separate studies, to be variations upon the theme of man as a self-defining and self-legislating subject in a world that does nothing to present him with (...) any Law or Way. LAMONT Winnipeg, Canada I WISH to set out and defend a certain conception of what is involved in accepting the teachings of the Catholic Church. This conception is at odds with some contemporary understandings of the way in which such teachings are historically conditioned. I will argue that these conceptions are mistaken, and state what I think to be the (...) correct understanding of the historical conditioning of dogma. I Possession of the Catholic faith is usually understood to involve belief in the doctrines infallibly taught by the Catholic Church, so that outward profession of, and inward assent to, those doctrines, whether explicit or implicit, is a necessary condition for being a Catholic. I do not intend to discuss which particular doctrines are infallibly taught, or how exactly one determines that a doctrine is infallibly taught. I will simply assume that there are such doctrines, and that it is possible to determine that they are infallibly taught, and go on to ask the question, What does acceptance of these doctrines consist in? (The simpler expression "teachings of the Church" will be used to mean "infallible teachings of the Church" in the rest of this paper.) To accept the teachings of the Church is to believe that the propositions expressed by the sentences taught by the Church are true. Some comment on F) is necessary in order to make its meaning clear. A) "Propositions" Propositions, according to philosophers and logicians,1 possess the following characteristics. They are i) the bearers of truth or falsity. Whatever can be described as true, or as false, is a proposition. ii) the meanings of meaningful sentences. Different sentences can mean the same thing; for instance, the English sentence "Snow is white" and the French sentence "La neige est blanche" mean the same thing. What these two sentences have in common-what they mean-is a proposition. iii) the objects of cognitive, or propositional, attitudes. Such attitudes include knowing, doubting, wishing, disbelieving, suspending judgment about, expecting. When you know something or disbelieve something, what you know or disbelieve is a proposition. When you hope for something or fear that something might happen, what you hope for or fear is that some proposition might be true. Since the teachings of the Church are things that can be believed or disbelieved, are held to be true (by Catholics) and false (by some non-Catholics), and are expressed by sentences,' it follows that they are propositions.3 B) "Propositions expressed by sentences" Humans communicate propositions to each other by means of sentences. A sentence is a physical object, or a physical happening; ' See, for example, the introduction to Propositions and Attitudes, edited by Nathan Salmon and Scott Soames (Oxford, 1988). I have tried to describe in a previous paper the sort of reasons that have led philosophers to maintain that propositions are the objects of cognitive attitudes such as knowing, believing, or hoping ("The Nature of Revelation," New Blackfriars [July-August 1991]: 335-45). 2 I do not mean to assert here that all the Church's teachings are expressed in sentences, only that the Church does at times express her teachings in sentences (which is undeniable).
